Configure / suppress / categorise hints on anchors with names

On a site with extensive use of <a name="blah"></a> navigation (eg. to scroll lists for usability) it's quite impossible to use any proper link validation as each one triggers two issue hints (no href and no link text).
How about just triggering an advisory for these links if the name is set? Or make it configurable to suppress them instead?
I know there are more modern alternative code structures but rewriting code just to fit the scanner is never a good idea!
